DEPT. OF HOMELAND SECURITY AND HEWLETT-PACKARD HEADQUARTERS

Focus Area – Knowledge Management (KM). Conducted DHS HQ Data Center 2 KM assessment program in support of mission critical data center consolidation initiative. Developed KM strategy, pilot program and implementation program for consolidation of 22 disparate data centers across DHS headquarters.

Based on the exceptional work done by Terrie and her team, Hewlett-Packard Enterprise Services developed a comprehensive strategic plan built directly on the recommendations in her team’s Comprehensive Knowledge Management Needs Assessment Report. The recommendations implemented significantly enhanced our knowledge sharing culture by fostering embedded KM into the program processes; improved coordination, communications and team collaboration, improved DHS customer service support and response time, and decreased the risk of knowledge loss.

DEPT. OF HOMELAND SECURITY US CITIZENS IMMIGRATION SERVICES

Focus Area – Human Capital Management and Program Leadership. Developed and led five process critical work streams: Communications, Organization Strategy, Training and Knowledge Management, Transition Impacts and Stakeholder Engagement.

At the DHS US Citizens and Immigration Services (USCIS), Terrie’s leadership was essential to successful client delivery. She came on-board into a tenuous situation and was able to turn around the project financials, team morale, and client relationship in short order. Her devotion to client delivery focusing on knowledge management; organizational change management; including training, stakeholder engagement and outreach; and communications was critical to turning the project around. The client was very pleased with her leadership role and ability to quickly identify and mitigate difficult and multifaceted situations.

DEPT. OF DEFENSE US AIR FORCE A1XT COMMAND PERSONNEL SERVICES DELIVERYTRANSFORMATION

Focus Area – Technology Transformation, Knowledge Management and Program Leadership. Responsible for the design, develop and deployment of global Knowledge Management services for US Air Force Active, Reserve, Guard and Civilian Personnel Commands.

Terrie Rollins was the executive trusted advisor and the “go-to” member of the team in my capacity as Colonel (ret), Air Force’s Functional Director for Personnel Services Delivery Transformation. Her functional subject matter expertise, technical advice and council proved to be invaluable as we migrated geographically dispersed HR centers to an integrated Customer Relationship Management solution with single-access portal, web applications, and knowledge repository. Terrie was instrumental in leading the design, development and implementation of our comprehensive Knowledge Management Strategy which enabled secure, 24/7 access to HR services world-wide for US Air Force AFPC (Active), ARPC (Reserve), National Guard Bureau (ANG) and Civilian Command.

Focus Area – Senior level operations and analytical support. The responsibilities of this position include risk management of training and operations, decision-making regarding policies, and supporting PEO EIS Command Leadership with communications, staffing packages, and command and status briefings.

PEO EIS is a component of the office of the United States Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)) that enables information dominance by developing, acquiring, integrating and deploying information technology (IT) systems to meet the Army’s demands today while preparing for the challenges of tomorrow. PEO EIS is responsible for program management (communications, logistics, medical, finance, personnel, training and procurement) of more than 30 Department of Defense (DOD) and Army acquisition programs across the business, warfighting and enterprise information environment mission areas.

As the Senior Operations Analyst, PEO EIS, Terrie has successfully integrated herself into the evolving and dynamic PEO EIS and APEO Enterprise Resource Planning (ERP) environment, bringing her unique skill set and expertise to our various priorities. Terrie’s efforts have been key in the success and ongoing progress of several key initiatives; including Phase 1 Development and Implementation of CONOPS and Business Rules, Strategic Planning, Facilitation and serving as the Technology Adoption, Organization Change and Operations Management Subject Matter Expert (SME).

Focus Area – Technology Transformation, Knowledge Management for HRIS Deployment. Provided HR workforce transformation, organization and job design, workforce planning and transition, and collective bargaining plans. Pioneered executive education sessions presenting service quality and creativity as a business strategy supported by organization change management and technology processes. Consulted to senior executives on conditions for successful process reengineering, design and implementation of employee engagement, and performance-management systems.

Terrie is a leader of teams and an actualizer of results. She has produced accomplishments in ERP (SAP and PeopleSoft) implementations and turned around complex technology and organizational change programs. As the engagement partner for a multinational financial corporation and national healthcare provider, Terrie led multi-million dollar, geographically dispersed programs managing employees, vendors and contract personnel to deliver their financial management and human resource information systems (HRIS) implementations on time and within budget. Her ability to integrate technology transformation and organizational change management was foundational to addressing schedules, team morale and senior executives’ requirement to improve return on investment.
